Effective and inspiring
leade! rship is the most important function of the Manchester Mental Health
Service Line Prescribing Supervisor, who is responsible for modeling
compassionate and concerned care for the Veterans who come to our door, and for
communicating that expectation to Mental Health Service Line staff.

The Prescribing Supervisor (PS) for Manchester oversees and directs psychiatrists,
nurse practitioners, mental health nursing staff, clinical pharmacists and
other mental health employees as assigned. The PS is responsible for the
quality of psychiatric services delivered to Veterans, for programmatic
development and change, and for operating within budgetary constraints of the
facility. The PS is also responsible for leading and helping to develop and
sustain with the prescribing and medical staff, a viable, vibrant and powerful
shared vision for the Manchester Mental Health Service Line. S/he is
responsible for maintaining high morale and ! motivation within the Service.

This includes providing
necessary up-to-date education for the mental health staff. This task entails developing
the capacity to create the kind of Service the staff truly desire, by nurturing
the ability as a group to habitually see the whole or system, and by nurturing
the ability in staff to develop new and innovative patterns of thinking to
increase productivity, gain flexibility and adaptively for the Service.

The PS will also carry a limited
clinical caseload as assigned by the Mental Health Service Line Manager. He/She is an independent provider who is
highly skilled in the management of a patientÂ's mental health needs or sub
specialty evaluation and treatment. To
achieve a practical model of patient care, a Team Practice model will be developed,
where each patient has an indentified primary health provider, and care is
reviewed and managed through a multidisciplinary team u! tilizing a
biopsychosocial model. The primary
mental health pro! vider will be responsible for the longitudinal management of
the patient within a sound clinical environment, while creating an efficient
cost-management of the patientÂ's on-going care.
The PS is responsible for ensuring the highest quality of care. The provider conducts history, physical exams
and mental status exam on assigned patients, completes intake assessments and
formulated diagnosis; develops and present treatment plans to the
multidisciplinary treatment team; orders all necessary laboratory and
radiological assessment; initially consults and referrals. The incumbent is responsible for maintaining
effective and up-to-date documentation of patient encounters.

Finally, but of high
importance, the PS must have the temperament and drive to carry out the major
responsibility of creating, perpetuating,
and modeling in the Service a positive, nurturing, non-punitive culture so that
staff feel free to create and spe! ak their minds.

Responsibilities:
Membership and active participation in the Mental Health Management Team. A core group of mental health supervisors responsible for leading the mission of the departments.
S/he has direct responsibility for the Performance Plans, Performance Evaluations and for supervision of the mental health medical staff, including mental health psychiatrists, nurse practitionrts, nursing staff and mental health clinical pharmacists.
The PS works within a cooperative structure in the facility in conjunction with the MS Service Line Manager (MHSLM), the Chief of Staff and the Nurse Executive.
The PS may sit on the facility's Medical Executive Board.
The Mental Health Executive Committee (MHEC) is a group in the VISN that is advisory to the VISN Mental Health Service Line Manager. All Local Mental Health Service Line managers in the VISN are members of that Committee, and the Manchester PS may participate in a way that i! s collaborative and helpful to other MHEC mebers. While the Manchester ! PS represents Manchester's interests on the Committee, it is also his/her responsibility to be able to "take his/her hat off" and see what is best for the entire VISN. The PS has the responsibility particularly to reach out to the Mental Health Service Line within the VISN, with whom there needs to be good collaboration to expedite treatment to veterans.
The PS provides teaching to mental health staff in areas of mental health, at the facility and maintains Manchester as a highly desired environment to practice.
The PS is involved in clinical work specific to his/her discipline and is credentialed and privileged as appropriate, by the facility.
Active promotion of the support and advancement of new knowledge is Psychiatry is a central taks of the PS.

QUALIFICATIONS REQUIRED:BASIC REQUIREM ENTS:
U.S. citizenship. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
D egree! of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine.
Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.

Preferred Experience: 3-5 years of experience supervising Mental Health Precscribers (psychiatrists and nurse practitioners) strongly preferred.

PHYSICAL REQUIREMENTS: No special physical exertion is required. The work is primarily performed while sitting though some work may require a period of standing. The regular and recurring work of the poosition involves sitting at a desk, conferences, meetings, etc., and occasional visits to activity work sites. Occasional use of automobile and public conveyance may be required.
